11月13日上午召开的第二十九次《联合国气候变化框架公约》缔约方大会(COP29)中国角“国际零碳岛屿合作倡议发布会”上,烟台市委副书记、市长郑德雁代表32个国内外岛屿城市、国际组织、高校院所、金融机构和企业等发起单位,向世界发出《国际零碳岛屿合作倡议》,探索成立国际零碳岛屿合作组织,携手推进岛屿气候治理。
国际零碳岛屿合作倡议
我们作为共同发起方,认识到气候变化是全人类面临的共同挑战,需要各国携手应对。回顾《联合国2030年可持续发展议程》《联合国气候变化框架公约》及《巴黎协定》,以及《蓝色太平洋2050战略》《小岛屿发展中国家快速行动方式(萨摩亚途径)》,认识到积极应对气候变化,坚持共同但有区别的责任原则和各自能力原则,实现绿色低碳发展已成为全球共识,特别是岛屿在气候变化面前高度脆弱,岛屿面临的生存危机日益严峻,亟需提升岛屿的气候韧性,探索公正转型路径。
注意到零碳岛屿建设成为实现岛屿绿色低碳可持续发展和应对气候变化的重要路径,需要各相关方践行真正的多边主义,系统谋划、协同努力,建立国际规范和标准,深化交流合作,共建繁荣、清洁、美丽的世界,共建人与自然生命共同体。
共同发起国际零碳岛屿合作倡议,倡导全球岛屿利益相关方,在已有共识和工作成果的基础上,以岛屿可持续发展为目标,通过开展国际零碳岛屿合作,保护生态环境,减少气候风险,探索零碳路径,促进绿色发展,推动岛屿国际合作与交流。
——增强气候韧性。加强岛屿应对海平面上升、海岸侵蚀、极端天气灾害的基础设施和能力建设,落实联合国全民早期预警倡议,强化防灾减灾领域科学研究和技术创新,推动紧急救援物资互助共享,构建具有较强适应气候变化能力的“韧性岛屿”,减轻气候变化带来的损失和损害,不断增进岛屿居民民生福祉。
——探索零碳路径。加强岛屿零碳建设的前瞻性研究、规划和项目示范,探索适合自身特点的岛屿零碳发展路径,建设光伏、风电、地热、海洋能、储能、智能电网等清洁能源体系,推广绿色建筑、绿色交通、绿色社区,促进现代海洋渔业、现代农业、低碳旅游等低碳产业发展,推动先进、适用零碳技术的项目在岛屿间广泛复制、推广和应用,实现岛屿绿色低碳高质量发展。
——保护生态资源。加强岛屿资源的保护、开发、利用、研究和管理,建设海水淡化、污水处理、海绵城市等水资源综合利用项目,加强岛屿生态环境监测和评估,开展海岸带保护与修复。吸收利用国际先进环保理念、政策与技术,探索构建岛屿生态产品价值实现机制,开发海洋碳汇,维护海洋生态系统健康和可持续发展。
——加强合作交流。搭建国际交流合作的高能级平台,探索成立国际零碳岛屿合作组织,争取更多岛屿利益相关方加入合作组织,促进各方信息共享、技术交流和经验互鉴。在岛屿增强气候韧性、探索零碳路径、保护生态资源等方面,开展联合研究、共同规划、项目合作,优化投融资环境,避免设置绿色贸易壁垒,推动全球岛屿利益相关方加大对国际零碳岛屿建设的投入。增强岛屿间学术互动和文化互通,在人才培养、专家交流、技术培训和提升公众意识等方面建立长期合作机制,强化岛屿气候行动的国际合作。
我们倡导全球政府及部门、社会组织、高等院校、研究机构、金融机构、企业等岛屿利益相关方,一起行动起来,建立紧密型伙伴关系,共同为岛屿可持续发展和全球气候行动贡献力量。

InternationalZero-Carbon Island Cooperation Initiative
We,as the co-initiators,
Recognizethatclimate change is a common challenge faced by all mankind andrequires joint efforts of all countries. Recallingthe UnitedNations 2030 Agenda for Sustainable Development (2030 Agenda),theUnited Nations Framework Convention on Climate Changeand its ParisAgreement,the2050 Strategy for the Blue Pacific Continent,andthe SmallIsland Developing States Accelerated Modalities of Action (SAMOA)Pathway,werealizethat actively responding to climate change,adhering to the principles of common but differentiatedresponsibilities and respective capabilities, andachieving green and low-carbon development havebecome a global consensus. This is particularly crucial given thehighvulnerabilityof islands to climate change and the increasinglyseveresurvival crises they face. Hence, it is urgent to enhance the climateresilience of islandsand explore pathways for just transition.
Acknowledgethatzero-carbon islandconstructionhasbecomeanimportant pathwaytoachievegreen,low-carbon, andsustainable developmentand address climate change forislands.All relevant parties need to practicetrue multilateralismand makesystematic planning and concerted efforts to establish internationalnorms and standards,deepen exchanges and cooperation,as well as build a prosperous, clean, and beautiful world and acommunity of life between humans and nature.
Jointlylaunchthe International Zero-Carbon Island Cooperation Initiative, on thebasisof existingconsensus and achievementsand with thegoal ofsustainable developmentof islands,toadvocateisland stakeholders worldwideengage in international zero-carbon island construction cooperation,protectecological environments,reduce climate risks,explorezero-carbon pathways,promotegreen development,andfacilitate international cooperationand exchangesamong islands.
— Enhanceclimateresilience:Strengtheningthe infrastructure and capacity buildingofislandsto cope with rising sea levels, coastal erosion and extreme weatherdisasters,implementingtheUN"Early Warning for All" initiative,bolsteringscientific research and technological innovation in disasterprevention and reduction, promotingmutual assistance and sharing of emergency relief supplies, building"resilientislands"with strongadaptability to climate change,mitigatingthe losses and damages caused by climate change,andcontinuously improvingthe well-being of island residents.
— Explorezero-carbon pathways:Strengtheningforward-looking studies,planningand project demonstrationsinthe construction of zero-carbon islands,exploringzero-carbon development pathways suitableto their own characteristics, buildingclean energy systems suchasphotovoltaicenergy, wind power, geothermal energy, ocean energy, energy storageand smart grids,popularizinggreenbuildings, green transportation and green communities,promotingthe development ofmodernmarine fisheries, modern agriculture, low-carbon tourismand other low-carbonindustries,and facilitatingthe extensivereplication, promotion and application of advancedprojects applying zero-carbon technologiesamong islands,thus achievinggreen, low-carbon and high-quality developmentof islands.
— Protectresources and ecosystems:Enhancingthe protection, development, utilization, research and management ofisland resources,constructingcomprehensive water resource utilization projects such as seawaterdesalination, sewage treatment and sponge cities,strengtheningmonitoring and assessment of island ecological environment,conductingcoastal zone protection and restoration,exploringthe establishment of mechanismsto realize the value of islandecologicalproducts, developingmarine carbon sinks,and ensuringthe healthyand sustainable development of marine ecosystemsby adoptinginternationally advancedenvironmentalprotection concepts, policies and technologies.
— Strengthencooperationandexchanges: Establishing a high-level platform for internationalexchanges and cooperationbyexploringthe creation ofthe International Zero-Carbon Island Cooperation Organizationto engage more island stakeholders,andfacilitateinformation sharing, technical exchanges and mutual learning amongall parties. Conductingjoint research, planning and project cooperationin enhancingthe climate resilience of islands,exploringpathways to a zero-carbon future, andprotecting resourcesand ecosystems; optimizinginvestment and financing environment; avoidinggreentrade barriers;andencouraging island stakeholders worldwidetoincrease investment in theconstructionofinternational zero-carbon islands.Intensifyingacademic interaction and cultural exchanges among islands,establishinglong-term cooperation mechanismsin talent development, expert exchange, technical training and publicawareness campaigns, aswell asstrengtheninginternational cooperation on climate actions specific to islandcommunities.
Wecall on governments and government bodies, social organizations,higher education institutions, research institutes, financialinstitutions, enterprises and other stakeholders from islandsworldwide to act in close partnerships and contribute to thesustainable development of islands and global climate action.
