因加入了体现国家标识的五星元素，新版外国人永久居留身份证被称为“五星卡”。
The National Immigration Administration (NIA) on Friday put into use a new version of the Foreign Permanent Resident ID Card of the People's Republic of China.
Due to the incorporation of the five-star elements, the new version of the permanent residence permit is also referred to as the "Five-Star Card".
首日共有50名取得在华永久居留资格的外国人领取到了首批“五星卡”。
他们来自美国、德国、英国、法国、俄罗斯、瑞典、新加坡、韩国等20余个国家，均为在经济、教育、科技、文化、卫生等多个领域为中国经济社会发展作出突出贡献人员。
On the same day, the first batch of 50 new cards was issued to qualified foreigners whose permanent residence applications had been approved, the NIA said.
These new cardholders come from over 20 countries including the United States, Germany, the United Kingdom, France and Russia, and have made outstanding contributions to China's socio-economic development.
Among them are foreign high-level management and technical personnel who have been working in China for a long time, as well as foreign professors and scholars who have been teaching and conducting research at key universities and research institutions for a long time.
据了解，江苏共有6名取得在华永久居留资格的外国人领取了“五星卡”，哈博（常州）电缆有限公司瑞典籍任职人员汉斯在常州出入境办证窗口领取了江苏首张“五星卡”。
国家移民管理局相关负责人介绍，“五星卡”由国家移民管理局签发，是经批准在中国境内永久居留外国人的法定身份证件。持证人可在需要证明个人身份的场合作为个人身份凭证单独使用，无须再出示其外国护照。“五星卡”优化了证件信息存储方式，美化了版式布局，采用了更为先进的防伪技术，增强了个人信息保护和数据安全性。国家移民管理局会同有关部门大力推进各相关行业领域应用系统、设施设备的适配性升级改造，便于持证人在交通出行、生活消费、金融通信等公共服务、政务服务领域和互联网平台使用。
The Foreign Permanent Resident ID Card is a legal identity document issued by NIA for qualified foreigners whose permanent residence applications have been approved. It can be used alone as a personal identity document. The holders can use the card as a legal certificate in accommodation registration, paying for train, ship or airline tickets and other occasions that require personal identification, without showing their passports. After the launch of the new card, the current version is still valid within the expiration date. Holders can apply for a new ID card according to individual needs.
国家移民管理局相关负责人表示，签发启用“五星卡”是国家移民管理局服务保障国家高水平开放，提升在华外国人管理服务信息化水平的重要举措，有利于更好地服务海外人才来华投资兴业、创新发展和工作生活，为我国经济社会高质量发展作出更多贡献。
The new card incorporates advanced anti-counterfeiting technology and upgrades the information storage and application management service access.
According to the NIA, the launch of the new card is a specific measure to serve the country's high-standard opening-up and provide better services for foreign talents working and living in China.
如何申请“五星卡”？
今年9月，国家移民管理局在京召开新闻发布会，宣布将于12月1日起正式签发启用“五星卡”，并解释了“五星卡”的申请条件及申请流程。
根据《中华人民共和国出境入境管理法》《外国人在中国永久居留审批管理办法》等有关法律法规，外国人申请在中国境内永久居留，应当符合遵守中国法律、身体健康、无犯罪记录等基本条件，并符合在中国投资达到一定标准的投资者、在华任职工作的高层次人才、国家特别需要和对中国有重大突出贡献人员或家庭团聚人员等分类条件。有关规定可通过国家移民管理局政务新媒体查询或向所在地的市级公安机关出入境管理部门具体咨询。
外国人申请在中国永久居留的受理机关为设区的市级人民政府公安机关出入境管理机构，直辖市公安局或者分局、县公安局出入境管理机构。审核机关为各省、自治区、直辖市公安厅、局出入境管理机构；审批机关为国家移民管理局。
